What does e-invoicing change?
Since 2025 the electronic invoice has been the rule for domestic invoices between businesses in Germany. It means a structured format that can be processed electronically. Under section 14 of the German VAT Act a PDF does not count; it is an “other invoice”.
Issuers have transition periods: invoices on paper or, with the recipient's consent, in another electronic format are still allowed for supplies until the end of 2026, and until the end of 2027 for issuers with a total turnover of no more than 800,000 euros in the previous year. So whoever receives invoices from other businesses should be able to accept and read e-invoices today.
